As the title suggests, there are 2 tuts in this thread!
one is for hair, and the basics around that, and the other tut is how to draw a face lf2 style, because these can be the trickiest parts of your character:

Best tut ever seen! Realy, I made my first sprite which looks good with that technique. Doesnt look really good, but I drawed it without a base
Btw, I used photo-filtre. (best prog ever :P)
