I didnĀ“t quite get what you meant.
see pic a.
i want to give it an effect to make it look like b.(scattered lines)
please see the attachment carefully
do you mean you want pic a to look like pic b?

my solution:
You made only scanlines ... and that doesn't look like or b ;)

(I HOPE you mean this manxeater ... if not, don't kill me :p)
It shell look like he is making a very fast move ... a speed effect or something like in picture b
Only Scanlines doesn't look like it (I tried it already with Lindwurm to make this effect so i want to know how to make it, too)
I didn't only made scanlines- the scanlines are brown!

I took the pencil and made black lines over the brown lines--

Will play around with those pics now...

I guess you mean "having problems".
having troubles is the wrong word in this case! You have trouble if you destroy sth., for example!
You could just open MSPaint and make a bunch of 1px lines like that, then shuffle them apart a bit by selecting them and pulling them around.
Made it a bit clearer:

EDIT: made it another way!
(Replaced attachment)

another edit:
made it with the transparency filter

(PS method)
first do the scanlines
then do Filter>Distort>Wave and use the following settings:
Code:
number of generators: 5
wavelength: min: 1  max: 6
amplitude: min: 1  max: 6
scale: hor.: 100%  vert.: 1%
mess around with the amplitude to get different results
Thank you Blue phoenix.
you are the best!
