There's a char Coolio and hes brother Frozen, and by the way i did not knew for already made frozen, and now when i know i don't care, because i did not know, as i already said. And im not changing the name if i dont find something cooler than that and i am thinking about something like Freazing or something like that...

Moves:Freeze ray, Summon sword, Freeze surprise and Freezing ball.

You HAVE TO change the name.
Actually, before doing a char you always have to check whether the name is still free.
F.e im working on a 4char-project and (of coruse) checked the names in the LFE database. Actually, there is already a char named Kato, but it's quite an old one and doesn't have anything in common with my Kato...
But your Frozen has the same theme (ice) as Freezas Frozen AND both chars are actually being developed at quite the same time.
Shouldn't be a big deal to find an other name, exspecially since "Frozen" is quite a simple and flat one ^^

Frozeon
Fruzen
Frizen etc

if i can suggest, do not use frizen, cause it's almost as firzen
and the sprites are quite good
and btw imo the name is not a big deal before releasing the char
