Aand Blue Phoenix is kind of correct, I'm still going to let it pass due to... reasons.
Explanation:
F# contains F# A# C#
7 adds E
b9 adds G
+5 turns the C# into C+ (which is a double sharp, but since it's an enharmonic equivalent of D I let BP's answer count)
So ultimately the chord would contain F# A# C+ E G
(Somin: Yes, the 5th is C#, and then the 5th+ is C## => C+)
