I usually recommend LF2 IDE since it's by far the best DCer out there. It has everything from visual frame designer to real time data loader and so on. It can be frustrating at first but you will never look back when you get comfortable with it.

Does this happen with any .dat-file or just a specific one? Can you especially open the ones from the original game? If it's just a certain file, can you upload it? Which data changer software are you using?
