Does the police block the entrance of the bank the thief went in? Could be a different building.

The thief got away from what? The counter? To go to the tresor(?) room?
Your grammar is kinda... weird...
Do you mean: A thief robs a bank? Well, if he robs the bank and the the police car came by to block the entrance, then the police car came before the thief robs the bank. The police could have been away before the thief robs and so he can just walk out.
Enough solutions?
