Totally depends on your internet connection. When you have a slow internet access and your opponent has a fast one, the game will lag and vice versa. Accelerating the speed is like trying to drive with a car @ 500km/h that can only drive 230 max.

It doesn't depend on the loading stuff but how fast the two computers can interact with each other. The higher the ping time, the slower the connection, the more time required to synchronize, thus slower. Don't think about the data being loaded but the objects being displayed on-screen.
