BTW, which language did U use?
Edit: A higher number must make it faster and a lower number must make it slower. U did the opposite.

Run the lf2.exe, open the fps changer. mess up with the numbers and click on 'change'.

So it doesn't change Frames Per Second, it changes Seconds Per Frame.
