As I look in datafiles I see that id 3 is free!
Maybe Marti and Starsky want to create 11 Mainchars I mean Davis is id 11
Or a other funny reason is that Marti want get more money because Davis actionfigure is 11 DOLLARS much LOL
(Now I understand why Davis and no some other)

I suspect that id 3 was used for attack objects in the beginning when there were no different object types defined yet.
Once he created those (type 3 for general attacks) id 3 became free.
