Unlock a group, lock another

Sorrry if its look like im spamming the forum, i just want to learn.
We have in some places seen this problems with manipulating the unlocking for battle/stage mode and the random feature:

Question:
If i want to unlock a group of ids (lets say 15-30) when we push the cheat, and then lock all other ids (all ids instead of 15-30)
if i press the cheat again, ids 15-30 should be locked and the rest should be unlocked.
How?
