Having an idea -> Planning character -> Imagining the concepts and how to solve problems -> Creating character
If you're completly out of ideas why are you rushing? I'd suggest planning character first, then posting.
Also - there are many water-powered characters in the universe. Can be found in Avatar, Marvel, DC comics, Naruto or any other cheap elemental-fight anime.
