19 extra characters is plenty
the character select becomes a nightmare long before that
and you often only want to ever access some through transformations anyway (like a stance/mode change rather than an actually different character) - so keeping them hidden even with cheat and achievements is great to me
modding in more ids to be unlocked right away with the cheat like 52 probably isn't terribly difficult either though
