err. mine while using paint.net are not blur

Resizing always requires some interpolation and there are many different methods for that.
You need to find out whether you can switch to a sharper interpolation method in paint.net - just go through the settings.
I like using a normal bicubic one. If you don't want any blur you can try "nearest neighbour".
Usually there is also "bilinear" and "bicubic sharper"/"bicubic smoother". Just try whatever you can choose.

dont select anti aliasing (what ever that is i dont remember)
but it comes in paste option unmark it and then you will see no blur

Damn!! PF deleted his best spriting tut.
I'll summary up but I cant find the tut for you.
-When using 79x79+ size, try not doing it so detailed.
-Do not use more than 3 colors shade or the sprite will be blur.
I guess that's all. It's hard to explain. :/
