Check out those instructions: https://lf-empire.de/lf2-empire/introduc...e-fighting
This also works: https://www.youtube.com/watch?v=CEIKMCFsUfI&t=1s
I've used a small, free game called Team Jumpers as the donor game. Depending on your bandwidth and distance this method might give you noticeable input lag.

Edit: Just saw Chiko's solution is allreaddy implemented in the mods menu and files.

I'll explain the second one to you step by step:
Requirements:
Everyone needs Steam: https://store.steampowered.com (green button [Install Steam] at the upper hand, right corner)
You, the Host needs:
a) A game you don't need to play anymore that supports the Steam-Remote-Play feature. I will call it your donor game. I recommand: https://store.steampowered.com/app/1332610/TeamJumpers/ or https://store.steampowered.com/app/76323..._Smoothie/
b) The game you want to play: https://www.moddb.com/mods/ntsd-naruto-the-setting-dawn

Ater you've downloaded and installed everything do as follows:
Open Steam. Inside your Library right click the name of your donor game. Select [Properties...], [Local Files], [BROWSE LOCAL FILES...]. Remember the name of the execution file inside of the folder that just opened.
Open your games folder (NTSD 2.6.2). Copy or cut all of the files that are inside of there and paste them into your empty donor games folder. There rename the execution file of your game (NTSD) to the name of the execution file you've remembered (for the recommanded cases that's "TeamJumpers" or "FruitySmoothie").

Now run the donor game inside of Steam. Your game (NTSD) should open. Add your friends on Steam, go to your friends list and right click there nickname. A option [Remote Play Together] should now appear. Click that. Your friend should get a message that allows him to play with you. Your game shows on there Screen and you share your keyboard with them.
Change the keybindings ingame to your liking and have fun. (Beware: Playing this way is like playing on one keyboard.)

You can set your Steam Remote Play to pref speed over quality. In Steam click at the [Steam] button (upper left hand corner). Then [Settings] -> [Remote Play] and tick "Fast". Confirm with ok.

An other alternative would be the free cloudgaming software Parsec: https://parsecgaming.com/downloads/

In case I'm not too late on it (again), here's my two cents: LF2 Lobby (http://www.lf2lobby.com/) has been working fine for me so far, please check that you're using the latest version and have no firewalls blocking access. Other than that, there is Multiserver (might have to look deeper into the thread to find a working download) which has also been tested quite thoroughly. Please give them a shot ;)
