I decided to give your characters a look. You should've included screenshots, but I've done that for you.
Earth_weapon.dat is missing.
Earth_effect1.dat is missing.
green.bmp is missing.
I deleted all missing data and added my own green.bmp.
According to Shino's readme, "First of all i will like to Salute with respect to my best spriter (Ariel), This character is created by Master Ariel, and remake my his follower (Shino Saga)". Indeed, the sprites look great.
Wpoints are not properly done - floating off the hand (not an effect of using F1/F2 pause). The light weapons are also in the wrong hand when standing or attacking.
D>A(+A...). It takes a long time before he starts shooting the 1st ball, but subsequent presses come out quickly. Character is recoiled backwards with every ball fired. The ball speed is fast, doesn't instantly fall(like energy ball) and sounds like a regular energy ball on hit.
Air D>A (Seed). It drops a seed onto the ground and grabs any one player for a long time no matter where you are.
I pressed D>J. The character casts D<J.
>>A is just regular punch. His super makes him move forward a LOT before he headbutts, so you could miss if you are punching an enemy near you as opposed to the end of your range.
A+D makes you teleport and do something like Rudolf's D>J attack. A+J(+J...) is an MP charging move that can go beyond 500mp.

As Shino added in his readme, if Seed used more than once in a row, it will cause bugs - specifically the character will just keep getting grabbed back and forth. I used two seeds for the above gif.
I've a feeling I've seen this character before somewhere and even gave the same complaint about D>J.
