Look like a scarecrow really nice.His left shoulder strap should be thinner and not so rotated.

Yup, the colour composition is nice. I see the improvement in shading. You just need to add some strokes on his hair and they'll look nice. Keep it up

no it just looked like you're using the same base everytime, but for a begginer i think you should use already existing bases
it will help you build up your own ability to make bases

I usually take a Dennis sprite, then i make a sketch with white colour, then i delete the dennis layer and i make a new layer for the skin. In the end i delete the white sketch layer and then i make a new layer for the clothes and hair. That's how i make my sprites.
