You seem to have problems with defining the actual shape of the head. I suggest drawing a bald-headed guy to actually get that one down correctly. Especially if you're new to spriting, this is extremely useful in actually finding out where the hair should go and where not.
As of now, it just looks like everything is glued to the forehead, like a shield or so.

maybe you should keep fixing one sprite till you improve then make a new sprite
this sprite's legs are much too small
legs should be longer than the body...
this sprites legs are half the size of the body.

yeah bashscrazy is right hes legs are small, try making them bigger and the upper body smaller
post it here and we will tell you what to improve, shading is nice keep it up

I myself never really learnt from explanations, so I hope you don't mind:

I took your sprite as base and drew over it.
Your biggest problem is, that you don't give yourself enough space for certain body parts. such as feet and the head. Both feel kinda squeezed. The end of your hair is where the head should end. Which means at least 3-4 pixels additional to that is still hair.
Another thing, you leave out additional shading, clothing specific such as here the coat.
I am not good at effects, so yeah I can't help you out with that.
Another thing is that you are not giving enough shadow for some parts. Like the arms, which make them look thick. just look at my (drawn) right arm and yours. I hope you see the difference.

P.s: i just realized how much that sprite of mine sucks as well. D:
