Would it be possible to automatically integrate the chat into the index of the forum? Sort of shoutbox-like.
I'd love to see more activity in the chat.

That, I'm afraid, would make the loading time of the forum index page a lot longer. And I'm sure many people wouldn't like that.
Hiding users' signatures and avatars was the best decision ever.

How about a big-a** advertisement/link to the chat, then?

Yet the chat is usually only populated by 2/3 people or so.

The Java chat client is useless (almost). It disconnects after a certain duration of inactivity (afaik). And that means people have to get their own IRC Chat Client. And that happens to be too much work for some people.
In fact, having few people in the channel makes the channel have even less people. (Did that make sense?) People join the channel. "Oh! Looks like there's no one here. May as well leave." And then they leave.

erm, az is right with this comment -the problem about IRC Applet is that it takes long to load - nobody want the index-page to load 10 secs or so...
