As for a recording program, there is 'fraps' (not sure how good it is for lf2 stuff)
there was one in the LF2-global download section (BLASPHEMY) but their site is down (at least it is for me)
There are a few mentioned in the thread comments.

EDIT: I dont think you can actually record straight to gif, so you have to convert it, if that answers your question.
