It doesn't have to be 20% but it does make it easier when you keep going over the lighter parts
people who have tablets don't need to use 20% opacity as they can apply pressure where ever they feel is necessary

the shape of the hair is pretty simple to do, just let your fantasy go wild. It took me about 2-4 minutes maybe.
I start with drawing quick outlines of the Hair, then i fill it.
If you have no good idea or just cant imagine one atm, feel free to google "hairstyle sketches" or sth like that.

and ye as Just me already explained, 20% opacy gives you much more control ( at least it feels like to me) and it gets more smoothy and nice

Well, If I were u, I would have done this using the polygon tool of photoshop, to make a basic shape for the hair..

OK,i undestand now...
I made hair by following this tut.(dont look at eyes, i made them for fun)

maybe i should gave hair more contrast...
