[HowTo] Weapon Sprites

I am making a new weapon. I have gathered a straight sprite, however I need some help in tilting the sprite at different angles to form a weapon sprite sheets.

Can anybody help me? By giving me some methods or a tool or anything else that is relevant to the question?

Even paint.net is good enough imo and it's free. Layers - Rotate/Zoom, and then change angle about 22,5 with every another frame. You can also use Effects - Photo - Sharpen, with "amount" set on 2, if picture is blurry. Here is the effect:
