But the iceshield is more a defending thing and freeze punch is an attack. the power goes from his hands into the ball, when he punches but if he defends the power of the ball only get blocked and thrown away

Zanshin is right. The punches and ice balls is ice energy. Which gives it power beyond ordinary ice. If you throw a ball at one of the columns, does the ball freeze? no.
And, by logic, ice is easier to make a shield of.

I think Scorpions view is the best. The shield has to be made of ice, because defense needs stability and fire is unstable.
