Sadly, no. zboundary only adjusts things up and down on the image, width goes from the right border towards the left. Therefore, this is not possible without adding any nifty DC- or hex-tricks.
In terms of DC, I can think of an object which will place itself on the right and via itr/k:14 (was it 14? The icicle one, at least) block any object with a special bdy. This is so that balls can still pass and exit the screen while chars etc. cannot.
edit @YinYin: That is the reason why I was referring to it as a "special bdy"; in the hope it'd imply to add it to every frame.
Regarding the startup-issue, that is true. It seems that this is for a mod, though, which gives the opportunity to use some hex-edits (afaik, the latest version of the DLL-Framework uses the perspective-tag exactly for that).

but you can make the width smaller than the screen size
you characters will be able to go all the way to the right edge, but not the left
edit: the kind 14 is no proper solution if your characters have frames without a bdy such as rolling - they can roll past the border
also it will require you to drop this object at startup of the background
