[solved] Freeze Ball?

Hello, I have checked the mainsite, yes, and all I have found is a LIST of effects. Quite simply I am trying to make Julians ball freeze people. This is what I have but i think that i am missing something because It just teleports them closer to my player.

Any sugestions on what i should do? (p.s. I have changed the rest of it down to frame 3)
