Now, let's get a couple points nailed down:
• a collaboration (or a team) can only work out if the members can rely on each other, if they know each other a little better. That is why opening a new forum just for the sake of getting others to join projects will fail.
• when people see something like "plz, help me, I can't do this on my own, so join this-and-this forum", they will likely turn away or go berserk. Psychology, my friend
• it is rather unlikely to compile a team on the basis of a plot. About 80-90% have to be already set as a minimum requirement; this includes attack-ideas, thoughts about items, etc.
• humanity lives from imagery. There is no reason for others to join if they see that they basically start from zero.
• the people mentioned (Silva, Nave) both joined projects because the project looked promising, innovative, and, of course, because their initial creators/starters have had already done quite some work. They knew what they were doing, they have mastered their domain.
With that being said, it's fully comprehendable why there is currently a lack of participation. I strongly recommend to first progress a little. The more features other see, the more likely they will decide to help you out. Reputation is a vital good, if MH suddenly announced that he'll start a new mod, there will soon be a hand full of people willing to invest their time with him. Why? Because MH is a respected person in the LF2-community. People that are either new to the community or have already gathered a bad reputation, however, will have a hard time finding a good crew.
Enough elaborated about this. The best thing would be if there are little bits of the mod presented in the next time. No full sprite-sheets (in case of ripping), but maybe little gifs, small artworks or even videos. They do help a lot in putting this mod in perspective.

If I recall correctly, there was a thread similar to this one a year or so ago. Some of you might remember this, the way it failed had certain similarities to this one. Ultimately, it resulted in a negative-rep-storm. Well, the negative-rep-storm won't happen this time, the close-thread-action, however, is inevitable.
