me = wacom intuos 3 but thats a little more than for what you are looking for.
recommendationss, dont get medion. they are usless. for doing some scratch work, maybe go for a wacom bamboo, though they arent as good as intuos, they are chepaer, and still do pressure stuff, and are good for sketches and things.
btw what do you mean program? you mean like paint or something?
best programs = photoshop or painter pro (both really expensive)

photoshop doesn't work with my tablet pc's pen (it doesn't render anything you have drawn till after you lift the pen; not sure about a plug in tablet).
Paint.NET 3.0 works with the pressure sensitivity, but 3.5 onwards doesn't (they took it out for now).

i can second az's post..
they are considering taking that feature in again in the next version... when ever that will be..
as i am not really experienced with graphics tablets... why buy even one? isn't it cheaper to draw the scatch/comic/etc on paper and then scan it... make outlines, colour it... and what not? now that i say it.. might be time-consuming...

Go for Wacom tablets. They're really robust and can easily survive 10 years (have talked to a few people that own one). Depending on how much you're willing to invest, you can choose between those:
~Bamboo:
+ small, comparably cheap with around €50, light
- lacks precision (noticable in high-end-graphics)
~Intuos:
+ ranges from small to very large (30x20cm - 62x46cm. Active drawing area is smaller, tho). High precision.
- Price spans from €200-800, so only if you're willing to invest into quality.
~Cintiq:
+ it has an inbuilt display, showing directly on-tablet what you draw. 12.1" or 21.3" diagonal length of active drawing area. High precision.
- price ranging from €1000 up to €2200. Heavy with 2-10kg
Software
As usually, Photoshop is the best in this area. Corel Painter is closely behind it. However, since both are expensive, you might want to use the software shipping with your tablet. It does lack certain features but you can doodle even in MSPaint - and those are ways better than MSPaint. Usually, any program should be able to work with tablets, I just don't know if anything besides Photoshop and Painter supports pressure-sensitive usage.
