Dont everyone is born for arts...
First try to draw human figures, later youll get better and better.
Try to copy some peoples (which contains human proportions, anime...) from magazine by looking at them

@bla bla 44 you gave it a nice try. Again it has some problem in his right leg, try giving that long coat some flying looks by putting sharp edges, his eyes are not proper, you can draw better hair.
Keep drawing animes like that and you will surely improve. It will take lots of patience.
