Little Fighter v2.0a doesn't start.

I am using Windows 7 SP1 64 - Bit.

I remembered Little Fighter 2, I used to play it in my childhood. A very awesome game.
I downloaded from the official site but it's giving me an error every time I try to start it. I have posted a screenshot of the error below.




Please help.
