You must extract it with WinRAR. If you think why extracting other things from forum has worked, it´s becouse every file at LFE is .zip, this is .rar.
If you can extract it but exe isn´t running, try to get that LF2.0 patch if you don´t already have it :/

Yuan gave you the instructions that you'll have to follow. Grab a copy of >7-Zip< and extract the archive.
