Infact the Bible also mentions them for another 7 times - Deuteronomy 33:17

I doubt any extraterrestial being capable of creating a machine travelling at light speed or whatnot exists. We would witness those things more than usual if so. Most likely their space exploration possibilities aren't that far from ours.

This universe is huge.There's got to be some extraterrestrial life somewhere and if this is so,they've got to have higher technology.Do you think there is only earth where they have to explore?There must be SOOO many planets.They have to explore them also.So,they do not appear everyday.

The universe is huge. There's got to be someone, who created all those things. And if this is so, he probably also wants to give beings with higher IQ some hints. Do you think thunderbolts exist only because of air friction? That would be totally nonsense. Thy do not appear every day tho' and if he appreciates our doing there are double rainbows all the way

Not necessarily, on both cases. Life, as we know it (and this is a big thing), requires certain conditions to happen. Given how we observe nature and natural phenomenons, you can't assert that there must be life in others parts of the universe. Odds of how it came to be in our very own planet are extremely rare, to say it's the same case in another part that we don't even KNOW is a rather cocky assumption. But even if you assume that, to say that they have higher technology is another fallacy. Maybe life appeared, but how can you say they are sentient beings, as we are? How do you classify sentience and sapience in other possible life forms? Tricky questions.

Brings up the previous question. Even if, again, you assume other possible life forms are like us and that they have higher technology, how can you assert they have the same will and desire to explore and pursue other planets? Perhaps they're content with living in their own, developing stuff as they go for themselves and have no need for leaving their home planet.
Most assumptions when discussing such questions are HIGHLY subjective.

To add a bit to my previous post, yes, there does exist extraterrestial life. Conditions might be low, but once numbers start to play in, it gets almost impossible to still claim we are the only "living" civilisation in space. There are still speculations about living microorganisms even in our solar system outside earth.
By the ways, who said there is only one universe? It's actually been a well accepted theory for a few years now that there are multiple universes.
