Remember to say if you use someone else's sprite as your base D:
80% of that is still mine, you just changed shading etc.
Also that Wesley guy has the Dave's pose from Apoc?

Yes, it's also creative to make Dragon ball characters.
Ofcourse it's not creative. Many ppl made them. This idea has been used already 200 times, how could it be creative?
I don't judge your spriting abilities, but I think something like that couldn't be ever creative.
Although it's nice sprite, except that maybe his left arm shouldn't be so visible. Maybe put it a little back, so he won't be standing that frontial to us, since his head is rotated to left a little.
