I'm far from a DC expert, but I suppose this could work (someone correct me if I'm wrong): put a special bdy in the attack which you want to be hit that causes it to go to a certain frame which begins your fusion attack, while adding a special itr in the attack which you intend to be hitting with. Basically you create a separate attack that is triggered when both collide.

how about doing something people way, way before you had to do?
the idea sounds silly, but how about just trying it out and if you encounter errors ask for help or even cooler try to figure out what is wrong?

For a study example i would say that little fighter stratergy is a good one.
You should really look at louis' lightning move, once got hit by ice ball while attack is loading it turns into an ice storm.
