I think it has something to do with the color scheme. We can change this for Jack maybe. We'll have to see later on (right now, we haven't even made changes to the more important originals yet)

I'll consider it. In that case the moveset would be something like this:
- D^J teleport to friend
- DvJ teleport to enemy
- D>A ball move
Simoneon is right, if he is teleport guy, then let's make something more like teleport attack.
Since he is teleport guy which means that he is no ordinary minion, why not to add combo which contains teleporting. Maybe grab enemy and teleport into the air and smash him down or smack him down from above (kinda Rock Lee style) or make do something like this scene had.
Or like this video have or many NTSD mods have. Teleportation for the defence. When he gets injured he is able to teleport and avoid being injured. Special moves should not always be offensive ones. You can make him more interesting character if you would make him different than other characters already are. Imagine if you would have to create a stratety to beat a enemy?

Well, is teleportation not too good for the minion itself ?I see this minion as no ordinary, like Abobo from Double Dragon series. He is iconic character. Adding one evasive move would be interesting or make him appear behind the enemy and smack him down. Like this.
Be creative as Simon said, teleportation is a broad theme

His teleport to friend and teleport to enemy wouldn't be much diffirent from Woody's in terms of data. How useful are his teleportations in the heat of battle really? They don't make him much more dangerous imo. Unless you're fighting the AI, your opponent will be able to attack you before you're even done with your teleportation

He's not ordinary, true I intended to make an attack that he could use directly after teleporting behind an opponent.
I can make a combo move with quick move initiation, in which the first attack has a good horizontal movement to fly into the opponent, with some teleports in between the combo to make it look diffirent from existing moves. I'm thinking a 3 hit combo without teleportation would be good as a base, then if you press attack he'll teleport to finish to combo.
Some tips on punch sprites what I found out while spriting.
Punch frames if its three frame punch.
1st frame legs makes a movement to concentrate energy into them. Makes a little crouch
2nd frame moves forward while punching which is actualy same in real life except for certain style of fighting. Moves Aleg to the front while Bleg stands in the same position.
3rd frame Moves Bleg towards the Aleg while closing the move. When he finishes his punch, he again moves leg closer to another.

While making punch frames. When making all two or three punch frames, think not about the one frame, think about the all frames which are involved in punching animation sequence.
Another helpful tip to check if animation is good is to put frames in complete sequence like this one have

While this animation have many frames, it lacks fluent movement. I suggest making him move more than it is already, would be great and add more new parts instead of copy paste.

Mostly this is based on Firen's punch frames but again, why not to reuse and get a better result than try on your own and make it less appealing?
One suggestion. Before making a sprites, for animation and simple one sprite, use base. This will help you to fix the flaws.
I gave some attetion to your sprites. Problems are that he looks like action figure toy. You can bend just some parts, not making it have natural body bending. Allow separate parts move even if those parts are not the main objects of the movements.
