This is the most easy and simple way to sprite hair ... Just follow my lead :
1- Chose the brush tool and make sure that brush:1 ; mode:normal ; opacity:100%
2- Draw the hair outline you want.
3- Fill that empty space (maybe using bigger brush would help more)
4- Then chose the dodge tool and make sure that brush:1 ; range:midtones ; exposue:50%
and do this :

But... are you sure that Photoshop is the only image editor who can do this?

If you ask me, I would say no. There are plenty on photo editors that can do this, well, almost every photo editor got brush, dodge and fill tool (not talking about MS Paint, of course )

Just create that, get any character's face, and erase the hair and clothes (just as I did).
Or if you want some more shortcut, download the first pic, and crop the image.

This is a great tutorial, but I have to ask some things.
1. Shouldn't we convert the images to RGB?
2. You didn't mention the the Burn Tool, that's helpful as much as the Dodge Tool.

Yes, I tried here and need do convert to RGB before using brushing tool.
Dodge is better because with it is easy to make shadows.

I mean, using the burn tool along with Dodge gives great results.
