There are always ways around moves, and players have patterns. Rudolf cloning, for instance: it has a decent time-delay before activating, leaving the player completely exposed to attacks in the time being. Of course, that's a problem in maps like Lee on Road, which brings to the reason why HK Coliseum only was used back then. With lengthy maps you automatically give an edge to ranged fighters. "But HK gives an edge to melee fighters!" Sort of. Characters have advantages over each other naturally (how can you disagree that a Davis' chances of winning agaisnt a Louis are much greater than a Davis versus Woody?) These edges however result from character types, not external factors (background).
Let's be realistic, there must be limits to moves.
