Well, his suit is based on the classic "white tie" evening suit, more commonly referred to as "top hat and tails" (>Wikipedia Page<).
The classic version of this suit is a black tail coat and a white tie, and special trousers specifically designed to not fold when you just stand in them, like your average suit trousers except worse (trust me, I've worn a pair...). They also sport a slightly shinier stripe along the outside. The white bowtie is quite simply a remainder from that suit, since the rest is changed.
And also, I know you have really curly hair, but curly hair is, to be honest, a pain in the rear to draw :3. Also, a backslick fitted the count-image better.

I so want to go and buy a yellow suit now
