Actually I can't decide what's better... Though I might say Mugen is better (no offense
), but I really find it easier to use LF2... Mugen is more complicated for me... What I tends to do with Mugen is just compile chars and stages and then make endings (storyboards...). 
I really can't say what's better... Mugen is a compilation of characters from almost every fighting game there is and characters you would never imagine would exist in a fighting game... But still, Mugen is only a fighting game while LF2 is a fighting game and a beat 'em up game combined... LF2 is somewhat unique for having more characters to appear at once, a wider arena, a lot of special moves for a beat 'em up game...
