To slam people from their chairs nowadays, it's not enough to pack a mod full with nifty DCing-awesomenesses. What would've been okay earlier (such as recolored original-skins) is, in these times, fairly unwanted. Same with Hex-editing. Whilst it was cool if it was applied back then, it wasn't obligatory. A super-awesome mod today needs tons of edits to succeed.
Ergo: hard, yet possible. However, a single person will most likely not be able to do this; a full and reliable team needs to be assembled to create entirely new stuff. Considering that it is rare to get them together, a successful mod that people still talk about in 5 years is rather unlikely.
