You could make two Broly-s, one strong and one very strong. You hide the very strong one with the cheat, meanwhile the strong one remains unlocked. Then you put an itr/kind 8 into every frame of the strong Broly with an y somewhere very high. Then you put a special bdy in all Goku frames, with an y corresponding the y of the itr/kind 8. Then you make the injury in ik8 lead to a frame where Broly transforms into the very strong Broly. This way, Broly will transform into the very strong Broly only when fighting Goku.

Note that is is just off the top of my head, I'm not really sure if this actually works.
