not at all

it still does not start
if i open it up twice quickly i still get that message
but no matter how much time i give it to start up nothing happens
(also i dont get the message when i start it twice with a good delay - and i cannot see any process indicating that something is actually running)

win 7 64

edit: it pops up under running processes for about 8 seconds
