I think here is easy way's:
1. Member's which was here for a week (about time spent online, not just 24/7) will be able to get rep's and give rep's
2. They are newcomer's, rate them neutral.
3. Give warns to abusive rep giver's.
with rep system, newcomers will know, which persons they can trust.
Its like:
+reps- ''he is good guy, i can ask them for something, he won't do any bad thins.''
-reps- '' he is not so good, i should avoid that kind persons''
nreps- ''its up to me''
its just like getting new friend in real life.
Good-i wont get in trouble.
Bad-i might get in trouble.
