1. will raise questions from every newbie who notices this rep feature and wonders why it doesn't work for him - no, the ones asking will not have read any information answering this question beforehand
2. you cannot force anyone to use things in a particular way - also neutral is almost the same as not doing it at all, worthless click
3. work no moderator will want to do - especially since these things will consist of even more emotionally involved drama than any normal flame war inside a thread (as this will always be directed towards/against users instead of topics)

the real easy way would be to have this generally disabled and allow users to enable it (thus being able to view, give and receive rep)
then if someone totally cannot behave on that platform it could be force disabled for him - like a rep ban ...
