I hate to say this but there really is no difference.
They can be used like this interchangably
example: It's starting to rain. - It's beginning to rain.
"Start" can also imply settings out from a specific point into scene's while the word "begin" doesn't.
example: Stand here and visit with me for a few minutes until the train starts.
how weird does it sound if i were to add begin instead?

Most of the time they are interchangable but in some instances like this one it doesn't work...
here's another example: How do you start the washing machine? ---- How do you begin the washing machine?
It's really hard to pin point what they can be used for, but the ear is good to catch a mistake ~ if it doesn't sound right to you
