Back in the 1.9-age, I wasn't really that much of a fighter but rather DCer, so I was perfectly fine with the regular speed (also, a couple mods had background-music which was adjusted for 30fps; lower speed would've been quite a hassle to listen to). Nowadays, I usually never play above 15fps, I found that 10-15fps is some sort of compromise between me liking the lag and others liking the fluidity, if that makes sense at all :p

Yep, that's the idea. I generally consider 1v1 with a bot to be trivial. 1v16 is where it's at.

Is the speed inconsistent? Maybe if you connect to yourself, LF2 will do some magic speed-fixing stuff.

I NEVER play LF2 slow mode. Makes it easy for others to react.
It's kind of a different take on LF2. Take speed chess as an analogy. It would be weird to play only speed chess, wouldn't it? You start, at least, with normal chess, so that you have the time to deliberate about your moves. If you only ever did speed chess you would never have time to think and the strategies would all slip by you. To you, full speed LF2 is the real way to play the game and laggy LF2 is just a silly slow motion version, and to me, full speed LF2 is like F5 LF2. Heh, I remember in my early days of laggy games I would feel like a zombie right after playing a laggy game of LF2. Now it's the normal speed for me and I can't even efficiently punch (I mean, without gaps between the punches) at full speed.

So now I know that <30 FPS isn't the norm.
