Sounds like LouisEX, and the attack in question is the palm in each form...
Assume Blue Phoenix programmed Davis a RAEG move, and he doesn't modify the existing frames but creates new frames between frame 350 and 380 for the whole rage move. He sets every value in those frames correctly instantly (since, admittedly, he's awesome) - that includes pics, waits, nexts etc. . However, when he wants to test his raeg move he raeges himself in front of the PC. Why? (Hint: It's not because the raeg move was/wasn't awesome.)
