How to add new id?

I have mod with a lot of characters, but some of them can clone themselves or transform to another one, so I have to use different id with every character. I want to make an id e.g. 80 that can use attacks of the id 10, so even if the character is played by computer it can use something better than just punching. Is that even possible? How to do that?
