It would be better to think of specific attack to the chars and than design him while considering how the abilities influence their outfit
Plus how the story line affect the outfit

My idea was slightly diffirent, but we can do it your way too.Could you provide an example Ariel, of a sprite that would fit the abilities? I agree on a certain level: the attacks must fit the character, but I don't think every move needs some kind of reference in the design or something. It isn't like this in the original fighters either (F.e. Woody: name allows for the green clothes and the boots, his fast speed (punches, tiger dash) allows for the spiky hair that suggests speed. But his teleporting moves and balls aren't really related to the sprite I think)

If you think storyline should be made first, before spriting the character concepts, that's fine with me. I guess we can start with the characters that will certainly be in the mod and work out the story in the meantime, what do you think Ariel? I'm talking about characters such as the general, magician and the boss. Like this:
