what about custom background?

Yeah - you could also just go for your retro stages.

Custom background is a lot of work and it probably not gonna keep up with the original ones. I've never ever come out with idea for something fitting to other locations in game. If I ever make one, meet these standards, I could just release it on its own.
All of retroes still needs quite a bunch of improvements and anyway they're almost a copy of already used backgrounds, so how different the gameplay would be? I'm trying to keep some sort of story, or at least not putting Julian on the stadium full of people.
