Yes, the HPM modifier is added per square from your target (starting with range 2). So at a range of 5 you have 72% hit chance (5 is the ordinary maximum of your Fire Bolt). There's the possibility to go over your ordinary maximum range (also in the FAQ, last Q in the section currently), and since you would be range 6 from your enemy, hit chance is halved once, making it 36%
