That is because someone made a website in their language. LF2 Global has Hebrew language for instance. Then there is lf2.pl for Poland. It is much easier for people to come in contact with things in their native language.
I have witnessed the same phenomenon on Hero Fighter. A Brazilian guy made a fansite in Portuguese, and the Brazilian community was the most organized, after the Chinese.
